10.2: LOWER STRAPS: Pull tight so that LOWER FOOT PAD
comes back into contact with the bumper.
10.3: SIDE STRAPS: Pull tight evenly so that rack is sitting
vertically on bumper.
TIGHTEN ALL MOUNTING STRAPS
