My Sanitas SBM 03 does not inflate. Error message is Er 4. B : 1939

My Sanitas SBM 03 does not inflate. Error message is Er 4. But the cuff is fastened tight enough. Tried tighter, looser, nothing changes. Batteries are full. New unit. Any idea?
