Our device shows 23 as room temperature, even though it is : 7284

Our device shows 23 as room temperature, even though it is not and is much much less. We set room temperature to 21.5 and boiler is not turning on as it shows room temperature as 23. Tried everything to see if room temperature reduces but it is struck at 23. Is it broken?
